Any person without any political dependency, ethnic, positional, racial, or gender affiliation who wishes to serve the people of Afghanistan voluntarily and humanitarianly and accepts the terms of this statute can become a member of this organization

The main goal of this institution, as a non-governmental and non-profit social institution, is to provide voluntary and humanitarian services to people in need in society, regardless of political, ethnic, racial, and linguistic affiliations.
